In order to run Defrag you need to turn off everything running on your computer but Explorer and systray. 

First you need to make a new shortcut. 
Then copy and paste the line below into the new shortcut by following the instructions here.

Copy the line below. (Highlight the whole line, and copy it. You can hit "Ctrl+C")

C:\WINDOWS\RUNDLL32.EXE SHELL32.DLL,SHExitWindowsEx 4

To make a new shortcut you RIGHT click on your desktop in a clear area, go to NEW, and click on Shortcut.
Then paste the above line in where it says Command Line:  
To paste it you can put your cursor on the line where you wanted to paste to, and hit "Ctrl+V"

Click “Next>” and on the next window type “Shutdown for Defrag”

Then click “Finish” and you will have a new icon on your desktop.

Just click on the new icon when you want to run Defrag and it will shut down all un-needed programs so you can run Defrag.

After you finish running Defrag restart your computer and all of your programs will start again.
